They have been used since win98 (barely) and have been becoming more important in every release since. I just recently realize i have this problem. The general advice is to install the Visual C++ Redistributable files. I've read a quite a few forum posts now and I see the issue it down to the sxs keys not being i place on the winsxs directory.
